- Description: U.S.-China deal could relieve the strain on household goods but there's no guarantee of that.

The morning's five consumer pressure points are a U.S.-China tariff-cut plan that may reach household goods, a sharp drop in consumer confidence, retailers' new price cuts, an uncertain proposal to restrict diesel exports and mortgage rates still above 7 percent as home prices edge higher. The tariff lists and store discounts offer potential relief, but the confidence and housing data show why households are not yet feeling an economy-wide reprieve, while the fuel proposal could move costs from one part of the energy market to another.

## Tariff lists reach household goods, but savings are not assured

The United States and China have outlined tariff reductions covering about $30 billion in goods moving in each direction, or roughly $60 billion in all, after the countries extended their trade truce, according to [Reuters](https://www.reuters.com/business/aerospace-defense/china-says-us-trade-truce-extension-creates-space-advance-talks-2026-09-28/?ref=theoutragedconsumer.com). The U.S. list includes Chinese coffee makers, toasters, tableware, blankets, bed linens, toys, holiday decorations and children's car seats, while China's list includes U.S. corn, wheat, meat, dairy, seafood, cosmetics and medical devices, according to [The Associated Press](https://apnews.com/article/us-china-trade-tariffs-deal-trump-xi-f47781187c501e7c4f10a686fb2572e2?ref=theoutragedconsumer.com).

The detail matters for household budgets because the U.S. list reaches everyday and seasonal purchases rather than only industrial inputs, as [The Associated Press' product breakdown](https://apnews.com/article/us-china-trade-tariffs-deal-trump-xi-f47781187c501e7c4f10a686fb2572e2?ref=theoutragedconsumer.com) shows. The U.S. list covered 77 categories of Chinese goods, while China's list included 1,619 categories of U.S. goods, the AP reported. The Chinese commerce ministry said more than 90 percent of listed products would move to most-favored-nation tariff rates, which vary by item and are often in the single digits, according to [The Associated Press](https://apnews.com/article/us-china-trade-tariffs-deal-trump-xi-f47781187c501e7c4f10a686fb2572e2?ref=theoutragedconsumer.com).

But the announcement is not a promise of immediate price cuts at stores: the two governments did not specify the size of every tariff reduction or when each would take effect, according to [Reuters](https://www.reuters.com/business/aerospace-defense/china-says-us-trade-truce-extension-creates-space-advance-talks-2026-09-28/?ref=theoutragedconsumer.com). The product lists may also be revised, and several sectors important to consumers — including electric vehicles and batteries — are outside the agreement, [The Associated Press](https://apnews.com/article/us-china-trade-tariffs-deal-trump-xi-f47781187c501e7c4f10a686fb2572e2?ref=theoutragedconsumer.com) reported.

U.S. Trade Representative Jamieson Greer said the U.S. proposal would mean “unlocking improved market access” for about 30 percent of U.S. exports to China, while Chinese officials described the truce extension as a more predictable environment for businesses, according to [Reuters](https://www.reuters.com/business/aerospace-defense/china-says-us-trade-truce-extension-creates-space-advance-talks-2026-09-28/?ref=theoutragedconsumer.com). Those are trade and business goals, not an estimate of how much an American shopper might save on a toaster or a set of sheets, as [Reuters' account of the proposal](https://www.reuters.com/business/aerospace-defense/china-says-us-trade-truce-extension-creates-space-advance-talks-2026-09-28/?ref=theoutragedconsumer.com) notes that no retail-price forecast was provided.

## Consumer confidence hits a 12-year low

The Conference Board's consumer confidence index fell 6.7 points to 81.9 in September, its lowest reading since April 2014 and well below economists' 89.2 forecast in a Reuters poll, according to [Reuters](https://www.reuters.com/business/us-consumer-confidence-dives-more-than-12-year-low-september-2026-09-29/?ref=theoutragedconsumer.com). The retreat spanned political affiliations, ages and income groups, and the separate expectations measure pointed to consumers' concern about business and labor-market conditions over the next six months, [Reuters reported](https://www.reuters.com/business/us-consumer-confidence-dives-more-than-12-year-low-september-2026-09-29/?ref=theoutragedconsumer.com).

Answers about jobs also weakened: 23.6 percent of respondents said jobs were plentiful, down from 24.5 percent in August, while 21.9 percent said jobs were hard to get, up from 20.3 percent, [Reuters reported](https://www.reuters.com/business/us-consumer-confidence-dives-more-than-12-year-low-september-2026-09-29/?ref=theoutragedconsumer.com). The gap between those views narrowed to 1.7 percent from 4.2 percent, a survey signal that consumers see less room in the labor market even though it is not itself a count of layoffs, according to [Reuters](https://www.reuters.com/business/us-consumer-confidence-dives-more-than-12-year-low-september-2026-09-29/?ref=theoutragedconsumer.com).

Government data offered a mixed backdrop: job openings dropped by 256,000 to 7.079 million in August, below the 7.225 million economists had expected, but hires rose by 46,000 to 5.192 million and layoffs fell by 61,000 to 1.641 million, [Reuters reported](https://www.reuters.com/business/us-consumer-confidence-dives-more-than-12-year-low-september-2026-09-29/?ref=theoutragedconsumer.com). The figures came from the Labor Department's Job Openings and Labor Turnover Survey, and a separate September employment report was due Friday, according to [Reuters](https://www.reuters.com/business/us-consumer-confidence-dives-more-than-12-year-low-september-2026-09-29/?ref=theoutragedconsumer.com).

The price squeeze is embedded in the survey as well as the jobs outlook: Conference Board chief economist Dana Peterson said references to prices, the high cost of goods and services, and oil and gas prices “rose to new heights,” [Reuters reported](https://www.reuters.com/business/us-consumer-confidence-dives-more-than-12-year-low-september-2026-09-29/?ref=theoutragedconsumer.com). The Present Situation Index fell 7.9 points to 109.3, and for the first time in the survey's four-year history more respondents rated their personal finances as bad than good, [CNBC reported](https://www.cnbc.com/2026/09/29/consumer-optimism-slides-sharply-as-fears-escalate-over-rising-prices-and-jobs.html?ref=theoutragedconsumer.com).

## Retailers cut prices ahead of the holidays

Target said it would lower prices on nearly 2,000 home, apparel and accessory items as it tries to attract shoppers heading into the holiday season, [Reuters reported](https://www.reuters.com/business/retail-consumer/target-lowers-prices-nearly-2000-items-ahead-holiday-season-2026-09-29/?ref=theoutragedconsumer.com). The reductions include clothing for women, men, infants and toddlers and family footwear; some items are at least 20 percent below last year's prices, while bedding prices will average 15 percent less, according to [Reuters](https://www.reuters.com/business/retail-consumer/target-lowers-prices-nearly-2000-items-ahead-holiday-season-2026-09-29/?ref=theoutragedconsumer.com).

The announcement builds on more than 10,000 price cuts at Target over the past year, including reductions on more than 3,000 products earlier this year, [Reuters reported](https://www.reuters.com/business/retail-consumer/target-lowers-prices-nearly-2000-items-ahead-holiday-season-2026-09-29/?ref=theoutragedconsumer.com). Walmart, meanwhile, planned to cut prices on about 11,000 products, with part of the move funded by $2.9 billion in tariff refunds, according to [Reuters](https://www.reuters.com/business/retail-consumer/target-lowers-prices-nearly-2000-items-ahead-holiday-season-2026-09-29/?ref=theoutragedconsumer.com).

Target Chief Merchandising Officer Cara Sylvester said, “Guests are looking for great products at an incredible value, and that's an important part of what we aim to deliver every day,” [Reuters reported](https://www.reuters.com/business/retail-consumer/target-lowers-prices-nearly-2000-items-ahead-holiday-season-2026-09-29/?ref=theoutragedconsumer.com). The retailer described the discounts as a response to cautious spending and higher costs, according to [Reuters](https://www.reuters.com/business/retail-consumer/target-lowers-prices-nearly-2000-items-ahead-holiday-season-2026-09-29/?ref=theoutragedconsumer.com).

Grocery chains are pursuing the same value-minded shopper: Aldi said its fall reductions, running from Sept. 23 through at least Nov. 3, would cover items including grapes, pears, Brussels sprouts, apples and potatoes across U.S. stores, [Reuters reported](https://www.reuters.com/business/aldi-cuts-us-grocery-prices-fall-season-amid-inflation-competition-pressure-2026-09-23/?ref=theoutragedconsumer.com). The company estimated shoppers would save about $86 million, a forecast rather than a measured amount of savings already realized, according to [Reuters](https://www.reuters.com/business/aldi-cuts-us-grocery-prices-fall-season-amid-inflation-competition-pressure-2026-09-23/?ref=theoutragedconsumer.com).

## Diesel-export restrictions could shift fuel costs

President Donald Trump has said his administration is seriously considering a temporary restriction or ban on diesel exports, but officials have not announced a decision, [CBS News reported](https://www.cbsnews.com/news/trump-diesel-export-ban-gas-prices/?ref=theoutragedconsumer.com). U.S. diesel averaged about $6.45 a gallon on Sept. 28 after reaching a record $6.53 on Sept. 22, and U.S. refiners typically export a net 1.5 million barrels of diesel a day, according to [CBS News](https://www.cbsnews.com/news/trump-diesel-export-ban-gas-prices/?ref=theoutragedconsumer.com).

Goldman Sachs estimated that, while storage capacity remains available, each week of restrictions could lower average U.S. retail diesel prices by about 25 cents a gallon, [Reuters reported](https://www.reuters.com/business/energy/goldman-expects-initial-diesel-price-decline-under-us-export-curbs-2026-09-28/?ref=theoutragedconsumer.com). But once storage fills, the same analysis estimated that each additional week could lift U.S. gasoline prices by 30 cents a gallon because refineries produce diesel, gasoline and jet fuel together, according to [Reuters](https://www.reuters.com/business/energy/goldman-expects-initial-diesel-price-decline-under-us-export-curbs-2026-09-28/?ref=theoutragedconsumer.com).

The trade-off could extend beyond the United States: Goldman estimated European wholesale diesel prices could rise $3 a barrel per week under the curb, while European reserve releases might offset about half of that increase, [Reuters reported](https://www.reuters.com/business/energy/goldman-expects-initial-diesel-price-decline-under-us-export-curbs-2026-09-28/?ref=theoutragedconsumer.com). Wood Mackenzie analyst Alan Gelder warned that the policy “could end up driving prices higher at the gasoline pump,” [CBS News reported](https://www.cbsnews.com/news/trump-diesel-export-ban-gas-prices/?ref=theoutragedconsumer.com). Analysts also warned that refiners could adjust output rather than simply hold all fuel in the United States, according to [CBS News](https://www.cbsnews.com/news/trump-diesel-export-ban-gas-prices/?ref=theoutragedconsumer.com).

The central caveat is that the proposal is still under consideration, and even supporters of short-term diesel relief have warned of downstream costs, [Reuters reported](https://www.reuters.com/business/energy/goldman-expects-initial-diesel-price-decline-under-us-export-curbs-2026-09-28/?ref=theoutragedconsumer.com). Energy Secretary Chris Wright has said an outright ban would not work and could raise gasoline and jet-fuel prices, according to [CNBC](https://www.cnbc.com/2026/09/28/diesel-oil-trump-export-ban-fuel-prices.html?ref=theoutragedconsumer.com).

## Mortgage rates and home prices keep ownership expensive

U.S. single-family home prices rose 0.3 percent in July after remaining flat in June, and were up 2.6 percent from a year earlier, the Federal Housing Finance Agency reported, according to [Reuters](https://www.reuters.com/business/us-single-family-home-prices-rise-july-fhfa-says-2026-09-29/?ref=theoutragedconsumer.com). Prices rose month to month in seven of the nine census regions, led by a 1.5 percent increase in the Middle Atlantic, even as weak demand and rising inventory weighed on the market, [Reuters reported](https://www.reuters.com/business/us-single-family-home-prices-rise-july-fhfa-says-2026-09-29/?ref=theoutragedconsumer.com).

Borrowing costs have moved in the wrong direction for buyers: Freddie Mac's average 30-year fixed mortgage rate was 7.03 percent last week, its highest level since January 2025 and more than one percentage point above its late-February level, [Reuters reported](https://www.reuters.com/business/us-single-family-home-prices-rise-july-fhfa-says-2026-09-29/?ref=theoutragedconsumer.com). Mortgage rates had risen for five straight weeks and crossed 7 percent in September as the Iran war and renewed inflation worries pushed up longer-term rates, [Bloomberg reported](https://www.bloomberg.com/news/articles/2026-09-27/why-us-mortgage-rates-are-above-7-again?ref=theoutragedconsumer.com).

The Mortgage Bankers Association separately reported that the 30-year fixed rate reached 7.12 percent in the week ended Sept. 18, its highest reading since May 2024, while mortgage applications fell to a 15-month low, according to [Reuters](https://www.reuters.com/business/us-fixed-30-year-mortgage-rate-jumps-712-mba-says-2026-09-23/?ref=theoutragedconsumer.com). The MBA's weekly survey and Freddie Mac's average use different reporting periods, but both point to financing costs above the 7 percent threshold that had been expected to ease earlier this year, according to [Reuters and Bloomberg](https://www.reuters.com/business/us-fixed-30-year-mortgage-rate-jumps-712-mba-says-2026-09-23/?ref=theoutragedconsumer.com).

The combination of prices and rates is particularly challenging for first-time buyers, who do not have an existing home sale to offset the purchase price, [Reuters reported](https://www.reuters.com/business/us-single-family-home-prices-rise-july-fhfa-says-2026-09-29/?ref=theoutragedconsumer.com). The home-price gain occurred despite weak demand and higher inventory, but higher rates and prices continue to make ownership less accessible, especially for young adults, according to [Reuters](https://www.reuters.com/business/us-single-family-home-prices-rise-july-fhfa-says-2026-09-29/?ref=theoutragedconsumer.com).

The bigger picture is a race between possible relief and costs already visible in household decisions: tariff reductions still need implementation, and store discounts apply to selected goods, [Reuters reported](https://www.reuters.com/business/aerospace-defense/china-says-us-trade-truce-extension-creates-space-advance-talks-2026-09-28/?ref=theoutragedconsumer.com). A diesel curb could lower one fuel price while raising another, according to [Reuters' analysis of the proposal](https://www.reuters.com/business/energy/goldman-expects-initial-diesel-price-decline-under-us-export-curbs-2026-09-28/?ref=theoutragedconsumer.com). Meanwhile, a record-low confidence reading and mortgage costs above 7 percent show that consumers are responding to immediate pressure even as trade and retailer announcements promise future value, according to [Reuters on confidence and housing](https://www.reuters.com/business/us-consumer-confidence-dives-more-than-12-year-low-september-2026-09-29/?ref=theoutragedconsumer.com) and [Reuters on Target's discounts](https://www.reuters.com/business/retail-consumer/target-lowers-prices-nearly-2000-items-ahead-holiday-season-2026-09-29/?ref=theoutragedconsumer.com).
